The Regulation of the Internet: A Franco-American Briefing Session with CSA Commissioner Emmanuel Gabla and FCC Commissioner Robert McDowell

Paris - October 3 - We were joined by Emmanuel Gabla and Robert McDowell at the AmCham as they discussed current regulation issues regarding the internet. Emmanuel Gabla is Commissioner at the French Conseil Supérieur de l'Audiovisuel (CSA), leading the CSA's current initiative to address the challenges raised by connected TV.  Mr. Gabla is also examining issues that may affect the Government's proposed rapprochement between the CSA and ARCEP, and future regulation of the Internet.  Robert McDowell is Commissioner at the Federal Communications Commission (FCC).  Mr. McDowell discussed the current status of the net neutrality debate in the U.S., as well as US initiatives to release more spectrum for broadband mobile usage.  Finally, Mr. McDowell reviewed the stakes involved in this December's ITU meeting in Dubai, and in particular concerns that the ITU may want to regulate the Internet.
